Dear Friends:
        Just a few hours ago, on late Thursday evening CNBC reported that
the United States would be in a position to use military force against Iraq
at any time after the return of National Security Adviser Berger from
consultations in Europe at the end of this weekend. As you can see from your
television screens, both the United States and Britain are currently
mobilizing to use military force and warfare  against Iraq without
authorization from the United Nations Security Council. Their illegal
threats to use military force and warfare  against Iraq have created a
severe threat to the maintenance of international peace and security that
seriously  affects all States and Peoples of the World Community.
        Under these circumstances I strongly recommend that you have your
respective governments invoke Article 8 of the 1907 Hague  Convention for
the Pacific Settlement of International Disputes against the United States,
Britain, and Iraq, mandating a thirty day "cooling off" period among them.
All three States are parties to this seminal treaty for the preservation of
international peace and security. Attached below is a previous  Memorandum
of Law, dated February 21, 1998, explaining how this can be done. Hence I
will not bother to repeat any of that analysis here.But I would add to that
Memorandum that Hague Article 8 should also be invoked against the United
Kingdom in addition to the United States and Iraq.
        Also, remember that the dispute here is not over weapons
inspections, but rather over the illegal threats to use military force and
warfare made  by the United States and the United Kingdom against Iraq
without authorization by the United Nations Security Council. Their illegal
threats to use force and warfare  create a serious threat to the maintenance
of international peace and security within the meaning of the 1907 Hague
Convention and the United Nations Charter.
